Foreigners in Dubai: Why Abu Dhabi Is Often Your Best Marriage Option

Can foreigners get married in Dubai without residency? In most cases, no — but Abu Dhabi offers a legal and practical alternative for tourists and non-residents. Abu Dhabi does not. If you or your partner are visiting on a tourist visa, Abu Dhabi is your practical solution, and the process is simpler than most people expect.


Can You Marry in Dubai Without Residency?

Dubai’s residency requirement for civil marriage

Dubai launched its civil marriage service for non-Muslims in 2023, allowing couples to obtain a civil wedding licence within 24 hours. It is a genuine step forward but it comes with a key condition: at least one party must hold a valid UAE residency visa.

This means two tourists visiting Dubai cannot use the Dubai civil marriage service. One partner being present on a visit visa while the other holds residency may work in some cases, but the requirement for at least one resident remains firmly in place.

For couples where neither partner holds UAE residency, Dubai courts will not process a civil marriage application.

Tourist exceptions — limited and case-by-case

There is no formal tourist exception under Dubai’s civil marriage framework. Unlike Abu Dhabi, which explicitly welcomes non-resident applicants, Dubai Courts have not extended the same open-door policy to tourists.

Some couples assume that flying into Dubai and presenting tourist visas is enough. In practice, the online application system for Dubai’s civil marriage requires proof of residency at the document upload stage. Without it, the application does not proceed.

When Dubai courts say no

Beyond the residency requirement, Dubai’s civil marriage service also requires documents to be submitted as soft copies in PDF format, with certified Arabic translations stamped by the UAE Ministry of Justice for any document not originally in Arabic or English.

If your documents are in order but your residency status doesn’t qualify, no amount of correct paperwork will move the application forward. The residency check happens before document review. This is why so many Dubai-based couples and visitors end up using Abu Dhabi instead not because Abu Dhabi is better known, but because it is the only route that actually works for non-residents.


Abu Dhabi as the Practical Solution for Dubai Residents and Tourists

Apply online from Dubai

The Abu Dhabi Civil Family Court allows applications to be submitted entirely online through the ADJD portal. You do not need to be in Abu Dhabi or even in the UAE to apply. Couples living or staying in Dubai can complete the full application process from their phone or laptop.

You create an account on the ADJD portal, upload your documents, pay the court fee, and wait for processing. Standard service takes up to 10 working days. Express service processes within one working day and lets you choose your ceremony date.

Travel to Abu Dhabi for the ceremony only

Once your application is approved, both parties travel to Abu Dhabi for the ceremony itself. This is the only step that requires physical presence. The drive from central Dubai to the Abu Dhabi Civil Family Court takes roughly 90 minutes, making it a practical half-day trip.

The ceremony is brief a civil contract signing before a court official. Your marriage certificate is issued the same day. There is no requirement to stay in Abu Dhabi before or after.

Express service — ceremony in one day

For couples with tight schedules or fixed departure dates, the express service at AED 2,500 is the most practical choice. It processes your application within one working day and crucially lets you select your own ceremony date and time, subject to court availability.

The standard service at AED 300 is more affordable but the court allocates your ceremony date based on availability, which may not align with your travel plans. If you are visiting from abroad or working around a tourist visa window, the express service removes the uncertainty entirely.

Documents and Process for Dubai-Based Foreigners

Document checklist

Whether you are a Dubai resident, a tourist, or one of each, the Abu Dhabi civil marriage document list is consistent:

  • Valid passport — both parties
  • Emirates ID — only if you hold UAE residency
  • Proof of single status — a certificate of no impediment or marital status certificate from your home country, apostilled
  • Divorce or death certificate — if either party was previously married, apostilled
  • Certified Arabic or English translation — for any document not already in those languages

No witnesses are required. No medical certificate. No embassy approval for most nationalities.

Attestation for non-UAE documents

This is the step most couples underestimate. Any document issued outside the UAE your single status certificate, divorce decree, or any other civil document must go through a three-stage attestation process before Abu Dhabi will accept it.

Stage one: authentication by the relevant authority in your home country. Stage two: attestation by the UAE embassy in that country. Stage three: final attestation by the UAE Ministry of Foreign Affairs and International Cooperation.

This process typically takes two to four weeks depending on your nationality and home country’s processing times. Start it well before your planned travel date it cannot be fast-tracked easily once you are already in Dubai.

After the wedding — MOFA and home country recognition

Your Abu Dhabi marriage certificate is issued in Arabic and English. For use in your home country, you will typically need it attested by the UAE Ministry of Foreign Affairs, then authenticated by your home country’s embassy in the UAE, and finally by the relevant authority back home.

Some countries particularly in Europe and North America accept the apostille route instead, which is simpler. Check your home country’s specific requirements before assuming which process applies.
